Delhi Commission Women MCD-Run Schools Unfit Female Students

Let’s be fair, our government institutions aren’t properly maintained. I remember that there used to be a municipal school where I lived. And I constantly heard how badly the school was maintained and the quality of education was apparently not up to the mark. And since then, seems like not much has changed because the Delhi Commission for Women has initiated an enquiry into the state of  MCD-run schools in terms of the safety and security of female students.

The Delhi Commission for Women has begun an enquiry into the state of schools run by the Municipal corporation of Delhi (MCD) questioning the safety and security of female students after drugs, syringes and alcohol bottles were found on the premises during the assessment of 4 of its institutes. This came about after the molestation of a girl in a school run by the MCD.

The Commission’s team, which included DCW Chairperson Swati Maliwal and members Vandana Singh, Sarika Chaudhary, Firdos Khan, and Promila Gupta conducted surprise inspections at four MCD schools on May 20 and 21. These schools were Bhai Mandeep Nagpal Nigam Vidhyalaya, Aruna Nagar (North), Nigam Pratibha Sah Shiksha Vidhyalaya, Kewal Park (North), Purvi Dilli Nagar Nigam Pratibha Vidhyalaya, Mustafabad (East), Dakshini Dilli Nagar Nigam Prathmik Sah Bal Balika Vidhyalaya, Sanjay Colony, Bhati Mines (South), according to reports. The team examined the school buildings as well as spoke to students, teachers, and other staff members.

The schools’ state was regarded as “pathetic, unsafe and deeply disturbing” by the team. The Commission discovered that each of the schools’ gates were open and that no security officers were present.  the team claimed that drug addicts had barged into Bhai Mandeep Nagpal Nigam Vidhyalaya on multiple occasions and threatened the authorities. Nigam Pratibha Sah Shiksha Vidhyalaya was in even worse shape. On the premises, the Commission discovered used syringes, gutkha wrappers, cigarette cartons, narcotics, and broken bottles of alcohol. The Commission has advised that an FIR be filed as soon as possible.

The majority of the school buildings had been seriously damaged and were unfit for children to enter. In 2018, the North MCD erected a warning sign that stated, that ceiling of the building is damaged and that people should keep their distance. Despite this, the unplastered building of Nigam Pratibha Sah Shiksha Vidhyalaya serves roughly 800 students. Despite the warning sign on the premises, students were being taught there, placing them in severe danger. Parts of the ceiling and walls at Bhai Mandeep Nagpal Nigam Vidhyalaya had collapsed many times. Children at Dakshini Dilli Nagar Nigam Prathmik Sah Bal Balika Vidhyalaya were forced to sit in the blazing heat under a tin shade.

The Commission also found that none of the schools had a single working CCTV camera. The schools, as well as the restrooms, were filthy. Urine was pouring on the floor in many spots, and there was no soap in any of the toilets. Additionally, numerous toilet doors were broken or did not have functioning locks on the inside, raising severe concerns about the students’ safety and privacy.

The girls’ toilets at Dakshini Dilli Nagar Nigam Prathmik Sah Bal Balika Vidhyalaya were sealed from the outside. This forced them to defecate in the open. Furthermore, the toilets lacked a water supply. Even around 9 a.m. (1.5 hours after school started), the crew discovered that three out of nine courses had no teachers. The school in charge was also missing. Teachers usually arrived after 9 a.m., according to the students. 

All of the schools had overcrowding in the classrooms, indicating that the teacher-student ratio guidelines were not being met. While the schools appeared to have numerous unoccupied classes, the students were crammed into small rooms in the heat, most likely due to a shortage of teachers.
